CIRCULATION OF EUROPEAN LITERARY WORKS
Creative Europe supports the translation, publication, distribution and promotion of works of fiction.
- Strengthening diversity
An important factor of the scheme is how it supports works written in less widely spoken languages to develop their distribution to larger markets in Europe and beyond.
- Raising the profile of literary translators
This scheme also:
- promotes and raises the profile of the profession of literary translator;
- strengthens the competitiveness of the book sector by expanding cooperation within the book value chain.
All the projects financed under this action must also take into consideration inclusion, diversity, gender equality and the environmental transition in their design and implementation. The package should include at least 5 eligible works of fiction in languages from eligible countries taking part in the Creative Europe programme. Latin and Ancient Greek as well as certain regional and minority languages are also eligible.
Applicants can also include business-to-business ‘export’ activities to help foster the sales of translation rights in Europe and beyond.
- Eligibility for funding: Organisations active in the publishing and book sector are eligible to apply. Individuals cannot apply.
- The duration for projects is 36 months.

EUROPEAN PLATFORMS
The Creative Europe programme provides support to platforms for cultural operators which promote emerging artists and stimulate a truly European programming of cultural and artistic work.
The programme provides financial support to European platforms that:
- foster the mobility and visibility of creators and artists – in particular those lacking international exposure;
- stimulate a genuine Europe-wide programming of cultural and artistic activities, by facilitating access to non-national European cultural works via international touring, events, exhibitions, festivals, etc.;
- contribute to audience development and provide visibility to Europe’s values and different cultures.
For further information, see European Commission Culture & Creativity website.
EUROPEAN NETWORKS
The Europe Union cofinances 37 pan-European Networks of culture and creative organisations, under the Creative Europe programme (2021-2027). These networks support cultural organisations and professionals who contribute to strengthening the competitiveness and diversity of the European cultural and creative sectors.
Creative Europe Networks are organisations of different sizes representing thousands of members from individuals to national and regional organisations working in the cultural and creative sectors. The European Commission consults with these networks concerning the design and implementation of the EU’s culture policy.
For further information, see European Commission Culture & Creativity website.
Pan-European Cultural Entities
This new action of the Creative Europe programme aims to support cultural entities – such as orchestras – with a large geographical reach, whose aim is to offer training, professionalization and performance opportunities for young, highly talented artists.
Supporting the reach of young audiences through live events and digital technology
This action will fund participating organisations to provide support for young artists and give them the chance to develop and showcase their talents regularly. Reaching young audiences via live performance and digital tools is a major goal.
The organisations will need to adopt a rigorous and inclusive approach for the recruitment of young artists. The recruitment should also ensure that the artists involved in these projects are nationals/residents from at least countries participating in the Creative Europe programme.

MOBILITY
Culture Moves Europe is a scheme that supports the mobility of artists, creators and cultural professionals. It is part of Creative Europe’s Culture strand. It covers the sectors of architecture, cultural heritage, design and fashion design, literature, music, performing arts and visual arts.
Culture Moves Europe connects artists, creators, and cultural professionals from the countries participating in the Creative Europe programme. The mobility scheme is particularly focused on emerging artists.
Culture Moves Europe has a budget of €21 million between 2022 and 2025. This allows around 7 000 artists, creators, and cultural professionals to go abroad for professional development or international collaborations, co-produce, co-create or present their works to new audiences.
Two types of grants
- Individual mobilities action
For individual artists and cultural professionals travelling between 7 and 40 days or groups of individuals (up to 5 persons travelling between 7 and 14 days).
Rolling calls for all sectors at once will be open every year between autumn and spring. - Residencies action
The residency action targets legal entities (e.g. non-for-profit, private, public bodies, foundations, etc.). The purpose of the grant is to welcome between 1 and 5 international artists and cultural professionals at premises to implement a residency project. The residency can last between 22 and 300 days.
